Results

The Grade 12 Learner Support Activities component of the PAIP included Boot Camps, Extra Classes, High Flyer Programmes, and support for learners with special needs and concessions. The evaluation sought to determine the efficiency, effectiveness, and impact of these interventions in improving National Senior Certificate (NSC) outcomes. It also aimed to assess the adequacy of financial and human resources, the quality of monitoring and reporting systems, and the alignment of provincial and district-level planning with broader national frameworks.

 

A mixed-methods approach combining quantitative and qualitative research was employed. Data collection included an online survey of 411 schools, in-depth interviews with 46 schools, 10 District Directors, and 6 provincial officials. The evaluation team triangulated survey, interview, and performance data to analyse implementation effectiveness across three levels: provincial, district, and school. The findings indicated that while the province had a strong strategic framework and diagnostic processes, implementation varied widely by district. Despite this NSC pass rates improved significantly between 2022 and 2024 - from 83% to 89.5% -with particularly strong gains in Mathematics and English. Extra Classes were the most universally adopted and effective intervention, reaching nearly all Grade 12 learners, while Boot Camps and High Flyer programmes were more targeted. Support for learners with special needs remained limited.

 

The recommendations (with the details remaining confidential to the client) emphasised refining the PAIP’s strategic and financial model, improving cost tracking and accountability systems, and enhancing equity and inclusion mechanisms. The report highlighted the importance of shifting from a short-term “rescue” approach concentrated on Grade 12 to a more sustainable model that strengthens learning foundations in earlier grades. It further recommended a phased, evidence-based transition to digital and data-driven management systems, accompanied by stronger partnerships with external organisations to support implementation.
